CHAPTER ONE

INTRODUCTION

Background of the study

Discipline is crucial for the efficient operation of contemporary organisations. In the civil service are essential components of maintaining order, accountability, and effectiveness within government agencies. The civil service operates under a framework of rules, regulations, and codes of conduct to ensure proper functioning and public trust. Tumo (2017), referencing Chelliah, defines discipline as the actions or behaviours taken by authority figures in an organisation, often management, to control and prevent employee conduct that may disrupt the organization's operations. It is a fundamental approach to attaining efficient work performance and fulfilling the library's aims and objectives. The polytechnic library is a structured establishment that enforces certain criteria and protocols for all staff members to adhere to.Β 

Conversely, engaging in actions that are opposite to these principles might be seen as a display of indiscipline. These behaviours might manifest as tardiness, absence, pursuing unauthorised studies, acts of defiance, and other similar actions. The notion of staff discipline emerged around the early 1900s. Henri Fayol, a renowned French management theorist, introduced the fourteen (14) principles of management around this time, which he believed were crucial for achieving successful management. Discipline was a fundamental value. Fayol posited that a conscientious employee had not just genuine dedication to their profession, but also a strong belief in the organization's principles and processes. Therefore, well-defined regulations and instructions help to minimise conflicts and misinterpretations, therefore fostering efficiency and a favourable work atmosphere. This implies that the work environment directly influences discipline and hence necessitates effective management (Bester, 2019). According to Fayol, maintaining discipline in the workplace was essential for the success and growth of an organisation. Devoid of it, an organisation would undeniably experience failure.Β 

Nwinyokpugi & Ebbi (2019) assert that Civil servants are typically bound by a code of conduct that outlines expected behavior, ethical standards, and responsibilities in the workplace. This code serves as a guideline for professional conduct and sets the expectations for employees' behavior. Edeh & Agu, (2018) maintained that Civil service organizations have established disciplinary policies and procedures to address misconduct, violations of regulations, or breaches of the code of conduct. These policies outline the steps to be taken when disciplinary action is necessary, including investigation, documentation, and resolution of disciplinary issues. However,Β  misconduct in the civil service can take various forms, including insubordination, absenteeism, unethical behavior, harassment, fraud, or misuse of government resources. Disciplinary measures are tailored to the severity and nature of the misconduct, with appropriate sanctions imposed based on the circumstances.

Undoubtedly, civil service organizations continuously review and refine their disciplinary policies and procedures to address emerging challenges, incorporate best practices, and adapt to changing legal and regulatory environments. Continuous improvement efforts aim to enhance the effectiveness, efficiency, and fairness of disciplinary measures in the civil service.

1.2 Statement of the problem

Civil officials in Djoum, Cameroon, have a crucial responsibility in providing vital public services and ensuring the smooth operation of government institutions. Nevertheless, there is an increasing apprehension over the influence of disciplinary protocols on the work proficiency of public officials in this area. The significance of this problem is underscored by several key factors. First, the job performance of civil servants directly affects the quality and efficiency of public service delivery in Djoum, thereby influencing citizens' access to essential services and their overall satisfaction with government institutions (Asongu, 2018). Second, disciplinary procedures are instrumental in maintaining discipline, accountability, and professionalism within civil service agencies, contributing to organizational effectiveness and public trust (Gyimah-Brempong, 2022). Third, the manner in which disciplinary actions are implemented can shape employee morale, motivation, and engagement, thereby impacting job satisfaction and retention rates among civil servants (Asante & Affum-Osei, 2019). Fourth, the legal and ethical dimensions of disciplinary procedures are paramount, as violations of employees' rights or procedural irregularities may lead to legal liabilities and reputational damage for civil service agencies (Mbaku, 2024).

Despite the recognized importance of disciplinary procedures in the civil service context, there is a paucity of research specifically examining their impact on the job performance of civil servants in Djoum, Cameroon.Β 

Existing studies on civil service management in Cameroon have tended to focus on broader issues such as recruitment, training, or administrative reforms (Tadadjeu, 2011). Consequently, there is a critical gap in knowledge regarding the relationship between disciplinary procedures and job performance among civil servants in Djoum.Β  Hence, the study assess the impact of disciplinary procedures on the job performance of civil servants in Djoum, Cameroon.

1.3 Objective of the study

The broad objective of the study is to assessΒ  the impact of disciplinary procedures on the job performance of civil servants in Djoum, Cameroon. The specific objectives is as follows

To examine theΒ  level of indisciplinary among civil servants in Djoum, Cameroon

Analyze how disciplinary measures influence the overall job performance of civil servants in Djoum

Suggest strategies aimed to improve disciplinary procedures among civil servants in Djoum

1.4 Research Questions

1.5 Significance of the study

The findings of the study will be significant to the following

Policymakers: The study provides valuable insights into the efficacy of current disciplinary procedures and their effect on civil servant performance. Policymakers can use this information to design and implement more effective and fair disciplinary policies that foster positive work environments.

Academia: The study adds to the existing body of knowledge on disciplinary procedures and their impact on job performance, particularly in the context of civil servants in Cameroon. This can serve as a reference point for future research on similar topics.

1.6 Scope of the study

The study focuses on the impact of disciplinary procedures on the job performance of civil servants in Djoum, Cameroon. Empirically, the study will examine theΒ  level of indisciplinary among civil servants in Djoum, Cameroon, analyze how disciplinary measures influence the overall job performance of civil servants in Djoum and suggest strategies aimed to improve disciplinary proceduresΒ  among civil servants in Djoum.

1.7 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Civil Servants: Individuals who are employed by the government and work in various departments and agencies to provide public services to the citizens. In the context of this research, it refers to government employees in Djoum, Cameroon.

Disciplinary Procedures: The processes and protocols used by an organization to address employee misconduct, performance issues, and violations of workplace rules and regulations. These procedures can include warnings, reprimands, suspensions, or termination.

Job Performance: The effectiveness and efficiency with which an employee carries out their assigned duties and responsibilities. This can include factors such as productivity, quality of work, punctuality, and adherence to organizational goals and standards.

Djoum: A locality in Cameroon where the research is focused. This geographical specification allows for a more precise analysis of how disciplinary procedures impact job performance within a specific community of civil servants.

Mediation Factors: Variables that influence or alter the relationship between disciplinary procedures and job performance. These can include aspects such as employee morale, job satisfaction, organizational culture, and support from colleagues and supervisors.
