INTRODUCTION

Background of the Study

The primary goal of any organization, be it in the private or public sector, is to enhance its productivity. This accomplishment is largely contingent upon the caliber and proficiency of its human resources. Responsible organizations possess the awareness that their primary resource in attaining the desired objectives is none other than the human resources. Therefore, it is imperative that employees are adequately equipped and trained in order to effectively contribute to the achievement of organizational goals and objectives (Krasniqi & Topzhiu, 2016). Put differently, the efficacy of the human capital within any given organization is of paramount importance in order for said organization to be deemed progressive and productive.Β 

Undoubtedly, there exist a multitude of factors that may potentially contribute to the personal efficiency of civil servants. The utilization of training as a pivotal and potent tool is paramount in attaining organizational goals and objectives, thereby leading to heightened productivity. It can be argued that the success of an organization is heavily dependent on the skills and knowledge possessed by its employees, particularly those in managerial and lower positions. These individuals acquire their capabilities and competencies through the acquisition of knowledge and training, as stated by Nabylah (2016). Furthermore, it is imperative to emphasize the significance of training in light of the ever-changing landscape of technology, the prevalence of automated work environments, and the swift transformations occurring in administrative settings. These developments are accompanied by the pressing need for effective diversity management, which has become a defining characteristic and consequence of globalization.Β 

The significance of training has undoubtedly been acknowledged in numerous organizations as the pivotal element for enhanced productivity. Nevertheless, it is important to note that the public sector's manpower training is currently facing a multitude of challenges. One such challenge is the lack of a structured training program, despite the implementation of various reforms that aimed to prioritize training (Ofobruku & Nwakoby, 2015). This is due to the fact that the numerous reforms implemented in the public sector have failed to recognize the importance of implementing specific and ongoing training programs aimed at enhancing the productivity of employees. It can be inferred from the statement that in cases where the need for training is acknowledged and sufficient resources and time are allocated, the training program may still fall short in effectively addressing the shortfall in productivity. Occasionally, the training exercise may exhibit a lack of organization or imbalance in its structure, execution, and involvement. Occasionally, the training process is predicated upon an erroneous assessment of the training requirements. The public sector assumes a pivotal role in the governance and advancement of a nation through the provision of indispensable services, including healthcare, education, and infrastructure.Β 

Within the context of Cameroon, it is important to recognize that the public sector assumes a significant role in the overall endeavor of national development. This entails the responsibility of executing policies and providing essential services to the populace, as highlighted by Kaimahi in (2015). Nevertheless, it is imperative to acknowledge that the efficacy of the public sector is intricately intertwined with the proficiencies and aptitudes possessed by its workforce. Henceforth, it is imperative to underscore the significance of proficient workforce development in order to guarantee that personnel within the public sector possess the requisite skills and knowledge to carry out their responsibilities with utmost efficacy and remain adaptable in the face of evolving demands

1.2 Statement of the Problem

Β In recent years, Cameroon has encountered significant obstacles in the advancement of its public sector workforce. According to Ngoh (2018), there are reports suggesting that a significant number of public sector employees in the country lack the requisite skills and training required to carry out their duties with utmost effectiveness. The available training programs frequently exhibit obsolescence and a lack of alignment with the contemporary requisites of the public sector (TchouaffΓ©, 2020). Moreover, it is worth noting that the progress and quality of training initiatives are significantly hindered by various factors. These factors include but are not limited to limited funding, inadequate access to modern training resources, and bureaucratic hurdles. These issues pose additional challenges and obstacles that must be overcome in order to effectively advance training efforts. The aforementioned challenges possess noteworthy ramifications for the public sector and the wider advancement of Cameroon.Β 

The consequences of inadequate training are manifold, encompassing diminished productivity, suboptimal policy execution, and compromised service provision, all of which have far-reaching implications for the welfare of the populace. Furthermore, such deficiencies can impede the nation's progress towards attaining its developmental aspirations, as delineated in the Cameroon Vision 2035 framework, which strives for attaining middle-income status and fostering sustainable growth. Given the aforementioned challenges, it is imperative to thoroughly evaluate and comprehend the barriers that impede the efficacy of manpower training within the public sector of Cameroon. Such an assessment has the potential to yield valuable insights regarding the underlying factors contributing to these challenges and present practical recommendations to enhance training initiatives. Consequently, this phenomenon can result in the augmentation of the public sector's capacities and its aptitude to make a constructive contribution to the development of Cameroon. Therefore, the researcher sought to assess the challenges of manpower training on the development of the public sector in Cameroon.

1.3 Objective of the Study

The broad objective of the study is to assess the challenges of manpower training on the development of the public sector in Cameroon. The specific objectives is as follows

Examine the training programs required by public sector employees to effectively meet their responsibilities in Cameroon.

Analyze the impact of manpower training on the development of the public sector in Cameroon

Assess the challenges associated with providing effective manpower training in the public sector of Cameroon.

Propose strategies aimed at improving manpower training in other for the development of the public sector in Cameroon.

1.4 Research Questions

1.5 Significance of the Study

Practically, the findings of the study can inform policymakers in developing targeted strategies and policies to strengthen manpower training programs in the public sector. This, in turn, can lead to more robust and responsive training initiatives that align with current needs and future goals. Empirically, the study adds to the existing body of knowledge on public sector management, training, and development in Cameroon and potentially other similar contexts. It can serve as a reference for future research and guide scholars in exploring related topics.

1.6 Scope of the Study

The study focuses onΒ  the challenges of manpower training on the development of the public sector in Cameroon. Empirically, the study will examine the training programs required by public sector employees to effectively meet their responsibilities in Cameroon, analyze the impact of manpower training on the development of the public sector in Cameroon, assess the challenges associated with providing effective manpower training in the public sector of Cameroon and propose strategies aimed at improving manpower training in other for the development of the public sector in Cameroon.

1.7 Limitation of the Study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of Terms

Manpower Training: Manpower training refers to the process of equipping employees with the necessary knowledge, skills, and competencies to perform their roles effectively and efficiently within an organization.Β 

Public Sector: The public sector encompasses government institutions and organizations at national, regional, and local levels that are responsible for providing public services such as education, healthcare, and infrastructure.Β 

Development: Development in the context of this study refers to the progress and improvement of the public sector's performance and efficiency in delivering services to the citizens of Cameroon.Β 

Challenges: Challenges are obstacles or difficulties that hinder the effective implementation of initiatives or processes. In this study, it refers to the barriers and issues encountered in providing and delivering effective manpower training in the public sector.

Training Programs: Training programs are structured courses, workshops, or other educational sessions designed to develop employees' skills and competencies. In this context, it refers to those aimed at public sector employees in Cameroon to enhance their performance and efficiency.

Sustainable Development: Sustainable development refers to development that meets present needs without compromising the ability of future generations to meet their own needs.Β
