EXAMINING THE IMPACT OF CORRUPTION ON GOVERNANCE AND DEVELOPMENT IN CAMEROON

CHAPTER ONE

INTRODUCTION

Background of the study

Corruption is widely acknowledged as a widespread and harmful occurrence that weakens government, hampers economic progress, and diminishes public confidence in institutions. Corruption is very relevant in Cameroon, a nation located in Central Africa, which has a complicated history of colonialism, post-colonial government, and socio-economic difficulties. Cameroon, similar to several other developing countries, struggles with the incapacitating consequences of corruption on its governing systems and socioeconomic ambitions (Agyeman, 2016).

The governance of Cameroon has been characterised by a historical pattern of political instability, inadequate institutional structures, and a dearth of openness and accountability. Although the nation has ample natural resources and has the potential for a thriving economy, it nevertheless encounters difficulties in attaining sustainable development and enhancing the quality of life for its population. Corruption is widespread in several aspects of Cameroonian society, such as politics, business, and public services (Alfred, 2020). This is a major obstacle to achieving efficient government and socio-economic development.

Gaining a comprehensive understanding of the many effects of corruption on governance and development in Cameroon is of utmost importance for several reasons. Firstly, it elucidates the methods by which corruption functions within the socio-political and economic frameworks of the nation. Having this comprehension is crucial for politicians, scholars, and members of civil society who want to develop precise measures to successfully tackle corruption (Anzanilufuno, 2020).

Furthermore, analysing the interconnection of corruption, governance, and development in Cameroon offers valuable perspectives on the particular obstacles and possibilities that the nation encounters in its pursuit of long-lasting progress. Policymakers may enhance resource allocation efficiency by identifying the sectors most impacted by corruption and examining its consequences on crucial developmental indicators such as poverty reduction, education, healthcare, and infrastructure(Edward, 2016). Furthermore, examining the influence of corruption on government and development in Cameroon adds to the wider academic discussion on corruption and its repercussions. This study has the potential to enhance current knowledge and provide valuable insights for comparative studies in many nations and areas via the collection of empirical data and development of theoretical frameworks.

The suggested research aims to investigate the complex interplay between corruption, governance, and development in Cameroon(Kahiga, 2020). This study seeks to analyse the causes, expressions, and outcomes of corruption in Cameroon. Its objective is to provide vital insights to policymakers, practitioners, and researchers who are working to tackle this urgent issue and promote long-term development in the nation.

1.2 Statement of the problem

Corruption is a significant obstacle to achieving efficient government and sustainable development in several countries, including Cameroon. Despite diligent attempts to eliminate corruption, its widespread existence persists, undermining the integrity of institutions, impeding economic advancement, and exacerbating social disparities(Monde, 2015). In Cameroon, the presence of systemic corruption poses a significant challenge to governance systems, resulting in far-reaching implications that hinder fair and equal access to resources, perpetuate poverty, and undermine public confidence in political institutions. Nevertheless, while recognising the harmful consequences of corruption, there is still a lack of comprehension about the complex mechanisms by which corruption impacts government and development in Cameroon. A thorough investigation is needed to understand the exact ways in which corrupt practices enter governance structures, manipulate the creation and execution of policies, and hinder developmental projects(Munyai, 2020). Furthermore, it is crucial to thoroughly investigate the particular sectors that are most vulnerable to corruption, the social and economic consequences of corrupt activities, and the effectiveness of current anti-corruption initiatives. The primary focus of this study is to examine how corruption infiltrates government systems and hinders the progress of development in Cameroon. This investigation requires a thorough examination of the many forms of corruption, how it affects the functioning of institutions, its contribution to socio-economic inequalities, and the success of anti-corruption initiatives in Cameroon (Vargas and Schlutz, 2016). Additionally, it is crucial to tackle this issue in order to design specific interventions and policy changes that may reduce the negative impacts of corruption, enhance governance structures, and promote long-term sustainable development in Cameroon. This study aims to provide valuable insights that may guide evidence-based approaches to address corruption, improve transparency, and foster equitable development in Cameroon.

1.3 Objective of the study

The broad objective of the study is to examine the impact of corruption on governance and development in Cameroon. The specific objectives is as follows

Analyze the prevalence of corruption in Cameroon.

Investigate how corruption undermines the effectiveness  of governance institutions in Cameroon.

Examine the adverse effects of corruption on the socio-economic development of Cameroon.

Identify the potential strategies to mitigate corruption and improve governance in Cameroon

What is the prevalence of corruption in Cameroon?

How has corruption undermines the effectiveness  of governance institutions in Cameroon?

What are the potential strategies to mitigate corruption and improve governance in Cameroon?

1.5 Significance of the study

The findings of the study will be significant to the Cameroonian government as corruption undermines economic development by diverting resources away from productive sectors and into the hands of a few individuals or groups. Addressing corruption can lead to more efficient allocation of resources and foster economic growth, which is a key priority for the Cameroonian government.

The findings of the study will be beneficial to the academic community as it will contribute to the existing literature on the subject matter.

1.6 Scope of the study

The study focuses on the impact of corruption on governance and development in Cameroon. Empirically, the study will analyze the prevalence of corruption in Cameroon, investigate how corruption undermines the effectiveness  of governance institutions in Cameroon, examine the adverse effects of corruption on the socio-economic development of Cameroon and identify the potential strategies to mitigate corruption and improve governance in Cameroon.

1.7 Limitations of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Corruption: dishonest or fraudulent conduct by those in power, typically involving bribery.

Governance:  the act or process of governing or overseeing the control and direction of something.
