CHAPTER ONE

INTRODUCTION

Background of the study

Corruption is seen as a pervasive and detrimental phenomenon that undermines governance, impedes economic advancement, and erodes public trust in institutions. Corruption is prevalent in Cameroon, a country situated in Central Africa, with a complex background of colonialism, post-colonial governance, and socio-economic challenges. Cameroon, like many other developing nations, faces the debilitating effects of corruption on its governance systems and socioeconomic goals (Agyeman, 2016). 

Cameroon's administration has been marked by a historical trend of political instability, insufficient institutional frameworks, and a lack of transparency and accountability. Despite abundant natural resources and economic potential, the country struggles to achieve sustainable development and improve its population's quality of life. Corruption pervades all sectors of Cameroonian society, including politics, business, and public services (Alfred, 2020). This is a significant barrier to developing effective governance and socio-economic progress.

It is crucial to thoroughly comprehend the many impacts of corruption on government and development in Cameroon for several reasons. It explains how corruption operates inside the socio-political and economic systems of the country. Understanding this concept is essential for politicians, researchers, and members of civil society who want to create effective strategies to combat corruption (Anzanilufuno, 2020).  Studying the relationship between corruption and development in Cameroon provides insights into the specific challenges and opportunities the country has in achieving sustainable growth. To improve resource allocation efficiency, policymakers may identify sectors most affected by corruption and analyse its influence on key developmental indicators including poverty reduction, education, healthcare, and infrastructure (Edward, 2016). Studying the impact of corruption on governance and development in Cameroon contributes to the broader scholarly discourse on corruption and its consequences. This project has the ability to advance existing knowledge and provide significant insights for comparative studies across many countries and regions by gathering empirical data and creating theoretical frameworks.  The proposed study seeks to examine the intricate relationship among corruption and development in Cameroon as outlined by Kahiga in 2020. This research aims to examine the reasons, manifestations, and consequences of corruption in Cameroon. The goal is to provide crucial information to policymakers, practitioners, and academics involved in addressing this pressing problem and advancing long-term development of the country.

Statement of the problem

Corruption is a major barrier to developing effective governance and sustainable development in several nations, such as Cameroon. Efforts to eradicate corruption have been meticulous but its prevalence continues to undermine institutional integrity, hinder economic progress, and worsen social inequalities (Monde, 2015). Systemic corruption in Cameroon is a major obstacle to governance systems, leading to widespread consequences that impede equitable access to resources, sustain poverty, and erode trust in democratic institutions. Despite acknowledging the negative effects of corruption, there is still a lack of understanding regarding the intricate ways in which corruption affects governance and development in Cameroon. An in-depth examination is required to comprehend how corrupt practices infiltrate government systems, influence the formulation and implementation of policies, and impede developmental initiatives (Munyai, 2020). It is essential to extensively examine the sectors most susceptible to corruption, the social and economic impacts of corrupt practices, and the efficacy of existing anti-corruption efforts. This research primarily aims to investigate the infiltration of corruption in government processes and its hindrance to development advancement in Cameroon. This inquiry necessitates a comprehensive analysis of various types of corruption, their impact on institutional operations, their role in socio-economic disparities, and the effectiveness of anti-corruption efforts in Cameroon (Vargas and Schlutz, 2016). It is essential to address this problem to create targeted interventions and policy adjustments that may mitigate the adverse effects of corruption, improve governance systems, and foster sustainable development in Cameroon. This study aims to provide valuable insights that may guide evidence-based approaches to investigate corruption and its effects on political development in Cameroon.

1.3 Objective of the study

The broad objective of the study is to investigate Corruption and its Effects on Political Development in Cameroon. The specific objectives is as follows

Determine the extent of corruption has perpetrated Cameroon's political landscape.

Identify the systemic drivers of corruption within Cameroon's political system.

Analyze the effect of corruption on the political development of Cameroon

Propose strategies to mitigate corruption's detrimental impact on political development in Cameroon.

1.4 Research questions

The following research questions have been prepared to guide the study

What is the extent of corruption has perpetrated Cameroon's political landscape?

What are the systemic drivers of corruption within Cameroon's political system?

What are the effect of corruption on the political development of Cameroon?

What are the strategies to mitigate corruption's detrimental impact on political development in Cameroon?

1.5 Significance of the study

The findings of the study will be significant to the Cameroonian government as corruption undermines economic development by diverting resources away from productive sectors and into the hands of a few individuals or groups. Addressing corruption can lead to more efficient allocation of resources and foster economic growth, which is a key priority for the Cameroonian government.

The findings of the study will be beneficial to the academic community as it will contribute to the existing literature on the subject matter.

1.6 Scope of the study

The study focuses on corruption and its effects on political development in Cameroon. Empirically, the study will determine the extent of corruption has perpetrated Cameroon's political landscape, identify the systemic drivers of corruption within Cameroon's political system, analyze the effect of corruption on the political development of Cameroon and propose strategies to mitigate corruption's detrimental impact on political development in Cameroon.

1.7 Limitations of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Corruption: conduct by those in power, typically involving bribery.

Political development: the institutions, attitudes, and values that form the political power system of a society.
