CHAPTER ONE

INTRODUCTION

Background of the study

Since achieving independence in 1960, Cameroon's political scene has been characterised by a historical backdrop of authoritarianism, enduring colonial legacies, and intricate power relations. The concentration of governmental authority in resource allocation and decision-making procedures has often resulted in the marginalisation and disregard of certain groups, hence intensifying socio-economic disparities across different areas (Fomunyam, 2018). Political mobilisation has become a significant factor in promoting community development efforts and facilitating inclusive government, both at the grassroots and national levels. Multiple academic publications have emphasised the importance of political mobilisation in shaping policy results and allocating resources in Cameroon. Ngalim Eugene and Besong Francis claim that grassroots political movements has the capacity to enhance the representation of marginalised groups and champion their developmental requirements (Nkwenti, 2016). In a similar vein, scholarly investigations conducted by Ngwa-Niba Calvin have explored the significance of political parties and civil society organisations in facilitating the mobilisation of individuals for the purpose of collective action and promoting development initiatives led by the community (Sama, 2020). 

Moreover, the interconnection between political mobilisation and community development in Cameroon is closely linked to wider deliberations on democratisation, governance, and decentralisation efforts in the area (Tchatchoua & Kamdem, 2019). The execution of decentralisation plans by the government has resulted in the devolution of authority to local authorities, hence creating novel opportunities for public participation and participatory decision-making. It is essential to comprehend the manner in which various manifestations of political mobilisation engage with institutional frameworks in order to evaluate their influence on results related to community development. Nevertheless, despite the increasing academic attention towards this subject, there is a scarcity of empirical studies that particularly examine the impact of political mobilisation on the advancement of community development efforts in Cameroon (Eugene & Francis, 2018). Previous research often offers fragmented perspectives or relies on anecdotal evidence, highlighting the need for extensive empirical inquiries to address this research void. This study aims to address this gap by conducting a rigorous assessment of the role of political mobilization on community development in Cameroon

1.2 Statement of the problem

Community development programmes play a key role in reducing socio-economic gaps and promoting inclusive growth in Cameroon, a nation characterised by its varied ethnicities, languages, and traditions. The concept of political mobilisation has received considerable scholarly interest in the field of community development due to its role as a catalyst for social change. Nevertheless, there is still a lack of comprehensive understanding of the impact of political mobilisation on the results of community development (Calvin, 2016). 

Despite the presence of several political parties, connections, and agendas in Cameroon's political scene, the effectiveness of political mobilisation in promoting community development efforts remains uncertain. There exists a divergence of opinions about the impact of political mobilisation on public participation, advocacy, and resource allocation towards community initiatives. While proponents say that political mobilisation promotes divisiveness, favouritism, and inhibits the authentic advancement of development endeavours (Anyangwe, 2019), opponents challenge this viewpoint. Moreover, the current body of research exhibits a deficiency in providing a thorough examination of the processes by which political mobilisation either enables or hinders the progress of community development in Cameroon. The effect of political mobilisation on community development results is influenced by several factors, including political ideology, party dynamics, governance systems, and the participation of traditional authority. 

Moreover, the presence of diverse socio-cultural backgrounds in Cameroon introduces an additional level of intricacy when attempting to comprehend the connection between political mobilisation and community development (Anyangwe, 2019). The response to political mobilisation attempts may vary across various areas as a result of diverse historical, socio-economic, and cultural settings. Therefore, it is essential to conduct a comprehensive analysis of this phenomena. Hence, the study assess the role of political mobilization on community development in cameroon

1.3 Objective of the study

The broad objective of the study is to assess the role of political mobilization on community development in cameroon. The specific objectives is as follows

To examine the level of political mobilization in Cameroon

To assess the various forms of political mobilization activities in Cameroon

To investigate the role of political mobilization in facilitating community development in Cameroon.

To identify strategies that can enhance the positive impact of political mobilization on community development in Cameroon.

1.4 Research questions

1.5 Significance of the study

The findings of the study will be significant to the following

Informing Policymakers: Findings from this study can inform evidence-based policymaking and electoral reforms in Cameroon and other countries facing similar challenges. Recommendations based on empirical research can guide stakeholders in improving electoral laws, regulations, and procedures to align with international standards and best practices in democratic governance.

Academic Contribution: This study adds to the existing body of academic literature on election observation and democratic governance in Africa. By providing empirical evidence and analysis, it enriches scholarly debates on the role of international actors in shaping electoral processes and democratic outcomes in developing countries like Cameroon.

1.6 Scope of the study

The study focuses on assessing the role of political mobilization on community development in cameroon. Empirically, the study will examine the level of political mobilization in Cameroon, assess the various forms of political mobilization in Cameroon, investigate the role of political mobilization in facilitating  development efforts in Cameroon and identify strategies that can enhance the positive impact of political mobilization on community development in Cameroon.

1.7 Limitations of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Foreign Election Observers: refer to individuals or groups appointed or invited from outside the country where an election is taking place to monitor, assess, and report on the fairness, transparency, and legitimacy of the electoral process. 

Democratic Elections: are electoral processes that adhere to democratic principles, including free and fair competition, universal suffrage, transparency, accountability, and the protection of fundamental rights and freedoms.

The Role of Foreign Election Observers: encompasses the activities undertaken by international observers in monitoring, assessing, and reporting on the conduct of democratic elections in Cameroon
