CHAPTER ONE

INTRODUCTION

Background of the study

Cameroon, situated in Central Africa, has had a series of political revolutions since achieving independence from France and Britain in 1960 and 1961, respectively. Throughout the years, the country has had several changes in its systems of government, leaders, and political beliefs (Aryeetey & Baah-Boateng, 2015). Cameroon's political environment has been marked by concentrated authority, restricted political liberties, and intermittent turmoil, starting with the autocratic regime of President Ahmadou Ahidjo to the enduring reign of President Paul Biya. After gaining independence, Ahidjo solidified his control by implementing a one-party system that was mostly led by his political party, the Cameroon National Union (CNU). Notwithstanding efforts towards economic advancement and state formation, political opposition was repressed, and democratic institutions remained feeble. The retirement of Ahidjo in 1982 signified the beginning of a new epoch when Paul Biya became the president (Aryeetey & Fenny, 2017). The dictatorship of Biya originally pledged democratic changes, which included the implementation of a multiparty system in the early 1990s. Nevertheless, the shift towards multi-party politics was tarnished by accusations of election manipulation and violations of human rights. The Cameroon People's Democratic Movement (CPDM) led by Biya exerted strong control over the government, impeding the chances of achieving genuine democratisation. During Biya's term, Cameroon has faced significant obstacles like corruption, ethnic strife, and socio-economic inequities (Banon, 2016). The government's reaction to opposition has often resulted in suppression, such as the implementation of strict measures to control demonstrations and the restriction of media freedom. Despite intermittent appeals for political reform and requests for more transparency, substantial transformation has been difficult to achieve, giving rise to apprehensions over the nation's enduring stability.

Cameroon has had a surge in conflicts in recent years, notably the Anglophone separatist movement in the Northwest and Southwest regions. The government's authoritarian approach to the separatist war has intensified tensions and sparked demands for political discussion and inclusive administration. The research seeks to provide policymakers, academics, and stakeholders with valuable insights into the challenges and possibilities involved in Cameroon's journey towards democratic government and lasting peace. This will be achieved via a thorough evaluation of institutional changes, civil society involvement, and regional factors.

1.2 Statement of the problem

Cameroon, a nation characterised by its varied cultural terrain and intricate historical circumstances, has seen substantial political transformations throughout the course of its past. These shifts have been influenced by a multitude of variables such as historical remnants of colonialism, socio-economic inequalities, ethnic conflicts, and systems of government. Nevertheless, the likelihood of achieving democratisation and stability in Cameroon throughout these periods of change is questionable and subject to disagreement (Fjelde & Höglund, 2016).

The issue at hand pertains to comprehending the intricacies of political transitions in Cameroon and evaluating their ramifications for the process of democratisation and the maintenance of stability. The country's progress towards real democratisation has been called into doubt due to recurring changes in leadership and governance structures, persistent power imbalances, limited institutional openness, and claims of election misconduct (Fuseini & Kemp, 2015). Furthermore, these political transitions have often been tainted by social turmoil, aggression, and internal displacement, which raises scepticism about the potential for enduring stability. Significant inquiries emerge about the character of political transitions in Cameroon, the influence of historical, socio-economic, and cultural elements in forming these changes, and their consequences on the process of democratisation and stability. Furthermore, it is crucial to critically analyse the effectiveness of current governance instruments, such as election processes, constitutional frameworks, and institutional changes, in promoting democratic consolidation and encouraging social cohesion (Issifu, 2015). This research aims to fill these knowledge gaps by examining the complex interaction between political changes, democratisation, and stability in Cameroon. This study seeks to gain insights into the problems and prospects for promoting democratic governance and sustainable stability in Cameroon by exploring historical settings, analysing current political processes, and considering the viewpoints of many stakeholders. It is crucial to comprehend the potential for democratisation and stability during political transitions in Cameroon in order to guide policy initiatives, encourage inclusive governance practices, and support peacebuilding efforts in the area.. Hence, the study will investigate political transitions in Cameroon: prospects for democratization and stability.

1.3 Objective of the study

The broad objective of the study is to investigate political transitions in Cameroon: prospects for democratization and stability. The specific objectives is as follows

To analyze the political landscape and dynamism of political transitions in Cameroon .

To assess the factors influencing the process of democratization in Cameroon.

To evaluate the impact of political transitions on the stability of Cameroon.

1.6 Scope of the study

1.7 Limitations of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Political Transitions: This implies that the poor cannot undertake a revolution immediately following a coup against democracy

Democracy: a government in which the supreme power is vested in the people and exercised by them directly or indirectly through a system of representation usually involving periodically held free elections.
