CHAPTER ONE

INTRODUCTION

Background of the study

For any democratic system to thrive, it is vital that political parties and candidates provide the electorates with adequate information on party policies, clear-cut vision as well as their political agendas to enable electorates actively choose their candidates based on full information. To achieve this, political parties use the media in campaigns. Curran (2015) adds that the media assists voters to make an informed choice at election time. This is done in form of paid political  advertising, social media campaigns, commentaries and news stories(Boundless, 2015). In fact, for an election to be considered free and fair, electorates must have adequate knowledge of the candidates, political parties and election policies Recently, political parties and their candidates are becoming increasingly aware of the effectiveness of advertising and its role in getting the electorates to choose a particular candidate or party over the other by way of informing them(Goldstein & Pevehouse, 2016). The use of political ad campaigns has become increasingly popular and is very important to the electoral process and voting behavior because it bridges the communication gap between political parties, political candidates and electorates. Hence, political parties and candidates all around the world devote a lot of financial resources to political ad campaigns to sell themselves as the preferred brand to the electorates. Interestingly, the most questions raised in elections are concerned with voting behavior i.e. why the electorates voted for a candidate over the other and the implication of their choice(Chukwu, 2015). Scholars and communication experts argue that, when the politician crafts his campaign messages as being the fight to improve voters‟ lives, or something similar and come with some good measure of integrity, the voters are more likely to believe him (Feyipitan 2015). In other words, the electorates are most likely to trust candidates whose political ad campaigns offer to satisfy their basic needs as opposed to those who dwell on their personal achievements. However, these same experts also argue that personality, appearance and language use play crucial roles in political ad campaigns. Still, many political experts question the efficacy of political ad campaigns in getting the electorates to vote in a candidate‟s favour(Feyipitan 2015). The proliferation of media platforms, including television, radio, social media, and print, has transformed the landscape of political communication in Cameroon. Political parties and candidates utilize these channels to disseminate their messages, propagate their agendas, and influence public opinion. However, the effectiveness of these advertising campaigns in swaying voter preferences remains a subject of scholarly inquiry and public interest. Furthermore, the socio-political context of Cameroon adds complexity to the study of political advertising and its impact on voter behavior. Historical legacies, regional disparities, and socio-economic inequalities shape the perceptions and attitudes of voters towards political messaging(Feyipitan 2015). Therefore, a comprehensive understanding of the socio-cultural, economic, and political factors that mediate the relationship between political advertising messages and voting preferences is essential for contextualizing the findings of this study. Moreover, the advent of digital media platforms has revolutionized the landscape of political communication, offering new avenues for engagement and mobilization. In Cameroon, where internet penetration is on the rise, exploring the role of digital political advertising in influencing voter behavior is paramount(Feyipitan 2015). By undertaking an evaluation of the impact of political advertising messages on voting preferences in Cameroon, this study seeks to contribute to the existing body of knowledge on political communication and electoral behavior. The findings are expected to provide insights into the efficacy of different advertising strategies employed by political actors, shed light on the factors that shape voter preferences, and inform policymakers and electoral stakeholders about the challenges and opportunities inherent in the realm of political advertising in Cameroon's evolving democracy. Therefore, the researcher sought to evaluate the impact of political advertising messages on the voting preferences of the voters in Cameroon.

1.2 Statement of the problem

Unrestricted and impartial elections are fundamental pillars of democratic society. An election that is free and fair encompasses more than just the right to vote and the understanding of how to do so. It also involves a participatory process where voters actively engage in public discussions and possess sufficient information about political parties, policies, candidates, and the election process itself. This enables them to make well-informed decisions (Ezegwu, Etukudo, & Akpan, 2015).The significance of political advertisements in the media is undeniably significant in today's society, serving as a means of spreading information and shaping attitudes. Political advertising in Cameroon has had a growing presence as a strategy to gather support from voters (Egulefu & Nwaoboli, 2023, Nwaoboli, 2023). Prior to and during elections, political parties extensively promote their agendas and candidates in order to secure support from the public. Due to the contentious political atmosphere leading up to elections, it is difficult to determine the extent to which well crafted political advertising messages influence the voting preferences of the voters. The precise influence of the distinctive selling points emphasised by political advertising efforts on voters' ultimate voting decisions remains unknown(Feyipitan 2015).. Furthermore, the research aims to comprehend the behavioural outcomes resulting from the perceived impact of political advertising messages on voters' voting preferences. This refers to the inclination to behave based on one's view of how others are behaving. Thus, does this perceived effect ascertain voters' political efficacy? Does it influence individuals' impression of the efficacy of campaign messages? Furthermore, does it have an impact on the voters' inclination? Multiple research have discussed the most. This work aims to address these shortcomings and maybe fill them. Hence, the study evaluate the impact of political advertising messages on the voting preferences of the voters in Cameroon.

1.3 Objective of the study

The broad objective of the study is to evaluate the impact of political advertising messages on the voting preferences of the voters in Cameroon. The specific objectives is as follows

To explore the extent at which electorates are influenced by political advertising messages in Cameroon.

To examine the avenues used by political parties in disseminating political advertising messages in Cameroon.

To examine the relationship between political advertising messages and changes in voter preferences.

To assess the effectiveness of political advertising messages in influencing the voting preferences of citizens in Cameroon.

1.4 Research Questions

The following questions have been prepared for the study

What is the extent at which electorates are influenced by political advertising messages in Cameroon?

What are the avenues used in disseminating political advertising messages in Cameroon?

Is there a relationship between political advertising expenditures and changes in voter preferences?

How effective is political advertising messages in influencing the voting preferences of citizens in Cameroon?

1.5 Significance of the study

This research is significant in safeguarding the existence of a country's democracy, since failure to address low political involvement might lead to the downfall of the nation. The results of this research will provide essential guidance for important public relations and media strategy choices. 

Regulatory bodies like NCC would have the authority to establish regulations aimed at increasing or decreasing the frequency and length of political advertisements. This study will be beneficial for anyone aspiring for political posts as it provides guidance on voters' engagement and how it may be impacted. Moreover, this study will contribute to the current knowledge by serving as a reference source for future research in this field.

1.6 Scope of the study

The study focuses on the impact of political advertising messages on the voting preferences of the voters in Cameroon. Empirically, the study will explore the extent at which electorates are influenced by political advertising messages in Cameroon, examine the avenues used by plitical parties in disseminating political advertising messages in Cameroon, examine the relationship between political advertising expenditures and changes in voter preferences and assess the effectiveness of political advertising messages in influencing the voting preferences of citizens in Cameroon.

1.7 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Political Advertising Messages: These refer to the promotional materials, campaigns, or communications designed by political parties, candidates, or interest groups to influence public opinion, shape voter perceptions, and garner support during electoral campaigns. 

Voting Preferences: Voting preferences denote the choices, inclinations, or tendencies of individual voters towards specific political candidates, parties, or policies during elections. 

Media Platforms: Media platforms encompass the channels or outlets through which information and content are disseminated to audiences. This includes traditional media channels such as television, radio, newspapers, and magazines, as well as digital platforms such as social media networks, online news websites, and mobile applications.

Socio-Cultural Factors: Socio-cultural factors refer to the social and cultural influences that shape individual behavior, attitudes, and identities within a society. Digital Transformation: Digital transformation pertains to the process of integrating digital technologies and tools into various aspects of society, including communication, commerce, and governance.
