CHAPTER ONE

INTRODUCTION

Background of the study

Throughout its history, developing countries  has witnessed numerous instances of electoral irregularities, fraud, and manipulation, casting doubt on the integrity of its electoral processes (Smith & Johnson, 2019). Such malpractices have often been attributed to various factors, including weak institutional frameworks, political interference, and socio-economic disparities. Additionally, ethnic and regional dynamics have sometimes exacerbated tensions surrounding elections, further complicating the democratization process (Ndah, 2020).

The consequences of electoral malpractice extend beyond immediate electoral outcomes, permeating the fabric of Cameroonian society. They erode public trust in democratic institutions, undermine the legitimacy of elected officials, and contribute to political disenchantment among citizens (Doe, 2020). Moreover, electoral malpractice poses a threat to peace and stability, potentially fueling civil unrest and hampering socio-economic development efforts. Against this backdrop, understanding the impact of electoral malpractice on the democratization process in Cameroon is essential for identifying effective strategies to address these challenges and foster genuine democratic governance. By examining past occurrences, analyzing their repercussions, and evaluating existing mechanisms for preventing and mitigating malpractice, this study aims to contribute to scholarly discourse and inform policy interventions aimed at promoting democratic consolidation in Cameroon.

1.2 Statement of the problem

Electoral malpractice presents a formidable obstacle to the democratization trajectory of Cameroon, casting doubt on the fairness and transparency of electoral processes and impeding the establishment of a robust democratic framework. Despite endeavors to foster equitable elections, reports persist of irregularities, fraud, and manipulation, underscoring the fragility of democratic practices within the nation (Ndah, 2020). Such occurrences not only compromise the credibility of election outcomes but also erode citizen confidence in democratic institutions, engendering disillusionment, disengagement, and potentially precipitating political unrest.

1.3 Objective of the study

The broad objective of the study is to assess the impact of electoral malpractice on the  democratization of  Cameroon. The specific objectives is as follows

To examine the prevalence  of electoral malpractice in Cameroon

To analyze the socioeconomic consequences of electoral malpractice in Cameroon

To assess the effectiveness of legal  institutional  bodies in preventing electoral malpractice in Cameroon

To propose  recommendations aimed at mitigating electoral malpractice and promoting genuine democratization in Cameroon.

1.4 Research questions

The following questions have been prepared to further guide the study

What is  the prevalence  of electoral malpractice in Cameroon?

What are the socioeconomic consequences of electoral malpractice in Cameroon?

How effective is the legal  institutional  bodies in preventing electoral malpractice in Cameroon?

What are the proposed  recommendations aimed at mitigating electoral malpractice and promoting genuine democratization in Cameroon?

1.5 Significance of the study

The findings of the study will be significant to the following

Government: Understanding the extent and nature of electoral malpractice in Cameroon is essential for promoting genuine democracy in the country. By identifying specific instances of malpractice and their consequences, policymakers, civil society organizations, and international actors can work towards implementing reforms that uphold democratic principles and ensure free and fair elections.

Academic Contribution: Research on the impact of electoral malpractice in Cameroon contributes to academic scholarship on democratization, electoral integrity, and governance in Africa. It adds to the body of knowledge on comparative politics and provides insights that can inform future research and theory development in the field.

1.6 Scope of the study

The study focuses on  political parties: Contributions  of  party supporters to  the success of party candidate election in Cameroon. Empirically, the study will examine the prevalence  of electoral malpractice in Cameroon, analyze the socioeconomic consequences of electoral malpractice in Cameroon, assess the effectiveness of legal  institutional  bodies in preventing electoral malpractice in Cameroon and propose  recommendations aimed at mitigating electoral malpractice and promoting genuine democratization in Cameroon.

1.7 Limitation of the study

Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.

1.8 Definition of terms

Electoral Malpractice: Refers to any illicit or illegal activities, irregularities, or manipulations that occur during the electoral process. This can include but is not limited to voter intimidation, vote rigging, ballot tampering, electoral fraud, and other actions that undermine the fairness, transparency, and integrity of elections.

Democratization: The process through which a country transitions toward democratic governance characterized by principles such as free and fair elections, political pluralism, rule of law, protection of human rights, and civic participation. Democratization entails the establishment and strengthening of democratic institutions and practices within a society.
