CHAPTER ONE

INTRODUCTION

Background of the study

The political terrain of a nation plays a pivotal role in moulding its democratic system, mirroring the aspirations of its citizens.  As stated by Bayart (2009), the prevalence of power dominance in Africa's political environment has significant consequences for governance, democracy, and socio-economic development throughout the continent as this domination is defined by the consolidation and command of political power by certain persons or factions, frequently to the detriment of democratic tenets and transparency.  (Munene, 2021) reckoned that power dominance in African countries lies in within the presidency, which frequently possesses substantial executive powers as in the cas of Paul Biya in Cameroon, Yoweri Museveni in Uganda, and Robert Mugabe in Zimbabwe who has have exerted significant control over state institutions and resources, allowing them to remain in power for extended periods of time.Furthermore, the consolidation of executive power allows presidents to unilaterally make decisions, circumventing the necessary checks and balances for democratic administration. 

In the words of Young (2015), the reinforcement of power dominance is facilitated by the governing parties' control over political institutions, election processes, and resources and  in nations such as Ethiopia, Angola, and Equatorial Guinea, dominant political parties have successfully retained absolute control for extended periods of time by employing tactics such as electoral manipulation and establishing networks of patronage. This dominant control restricts the existence of other political perspectives, silences dissenting opinions, and maintains an atmosphere of autocracy. For instance, the prevailing influence of the ruling party, the Cameroon People's Democratic Movement (CPDM), strengthens the power dynamics in Cameroon. The CPDM, led by President Biya, exercises control over political institutions, electoral procedures, and resource allocation. The hegemonic control enables the governing party to effectively retain power, stifle dissenting opinions, and sustain its political supremacy by manipulating elections and utilizing patronage networks.

Undoubtedly, Cameroon, a nation characterized by its diversity and several ethnicities in Central Africa, has seen substantial political transformations since its independence in 1960. Nevertheless, these spheres have encountered obstacles, giving rise to apprehensions over the equity, clarity, and responsibility of those in positions of authority. Nkwi  (2018) mentioned that the problem of democratization in Cameroon has revolved around the challenges posed by power hegemony. In addition to the extended period of colonial rule and subsequent military interventions that concluded with the establishment of the fourth republic, political authority in the nation has been consistently afflicted by escalating problems where dominant figures like the president employ strategies of repression, censorship, and intimidation to quash dissent and opposition. As a result, political adversaries, activists, and civil society groups may encounter harassment, arbitrary detentions, and violence for challenging the existing order. 

In a 2020 analysis, Nfor describes how Cameroon's governing party exercises hegemonic dominance, stating that President Biya's term, which started in 1982, has been marked by the concentration of power in the executive branch, resulting in a very centralized government system. Although the consolidation of power has allowed Biya to exert authority over important state institutions and policy choices, it has also eroded the fundamental concepts of checks and balances necessary for democratic administration. The absence of institutional control has fostered a favourable atmosphere for corruption, nepotism, and abuse of authority, impeding Cameroon's socio-economic progress.  This resonates with Cheeseman (2018), who contended contended that political domination is frequently maintained through the use of electoral manipulation and anomalies. Nevertheless, despite the regular occurrence of elections in several African nations, their electoral procedures are tainted by fraudulent activities, voter coercion, and a dearth of transparency. Current leaders employ these strategies to ensure their re-election, eroding the trustworthiness of democratic institutions and the electoral procedure. Furthermore, the stifling of dissent and resistance is another characteristic of power hegemony in Africa. Political adversaries, advocates, and non-governmental organisations encounter intimidation, capricious detentions, and suppression when questioning the existing state of affairs. This repression curtails political engagement, suppresses democratic liberties, and creates a climate of apprehension and voluntary restraint. 

Munene (2021) asserts that power domination signifies a distortion of democratic government, wherein a privileged few has excessive influence and control over political, economic, and social matters. Through the acquisition and regulation of economic assets, such as abundant natural resources, government-owned corporations, and foreign assistance, individuals in positions of authority can utilise these assets to sustain their hold on power, amass personal riches and benefits for their associates, and perpetuate disparities within the community. 

Statement of the problem

The political landscape in Cameroon  has been characterized by the enduring dominance of President Paul Biya, raising significant concerns about governance, accountability, and political pluralism. Despite the country's transition to multiparty democracy in the early 1990s,  Nfor (2020) opines that Biya's prolonged tenure in office has led to a consolidation of power within the executive branch, limiting the space for genuine political competition and democratic participation, This dominance has perpetuated a political environment marked by authoritarianism, electoral irregularities, and repression of dissent, posing challenges to the country's democratic development and stability. Similarly,  Awasum, (2018) observed that Under Biya's leadership, Cameroon has witnessed a centralization of authority, where decision-making power is concentrated within the presidency, undermining the checks and balances essential for democratic governance.Facilitated through the ruling party, the Cameroon People's Democratic Movement (CPDM), has maintained a tight grip on political institutions, electoral processes, and media channels, facilitating Biya's reelections and the perpetuation of his rule. This hegemonic control has limited the effectiveness of opposition movements and civil society organizations in challenging Biya's dominance and advocating for political reforms (Ojong, 2022).

Furthermore, Munene (2021) argued that the electoral processes in Cameroon have been marred by allegations of fraud, voter intimidation, and lack of transparency, casting doubt on the legitimacy of Biya's continued rule. The suppression of dissent and opposition, through tactics of harassment, arbitrary arrests, and censorship, has further entrenched Biya's authority and fostered a climate of fear and self-censorship. Moreover, factor promulgating this power dominance is not far fectched from  international support for Biya's regime, particularly from France and other strategic allies, has shielded the government from external pressures and criticism, enabling the perpetuation of authoritarian practices. Against this backdrop, the problem arises from the concentration of power and the lack of accountability within Cameroon's political landscape, which hinders the country's democratic progress and undermines the principles of good governance and rule of law. The dominant role of President Paul Biya, coupled with the limited avenues for political participation and dissent, poses significant challenges to the country's socio-political stability and economic development. 

By shedding light on the complexities of governance and power dynamics, the study contributes to efforts aimed at fostering sustainable development and democratic governance in Cameroon and beyond. Upon this premise, the study seeks to conduct on a critical review on power dominance in Cameroon political landscape: a case study of president Paul Biya.

Objective of the study

1.6 Significance of the study

Findings from the study can inform policy interventions aimed at addressing the root causes of power dominance and promoting democratic governance in Cameroon. Recommendations derived from the research can guide policymakers, civil society organizations, and international stakeholders in designing strategies to enhance political pluralism, safeguard human rights, and foster inclusive development. Studying power dominance in Cameroon can raise awareness among the Cameroonian populace and the international community about the realities of governance in the country. By disseminating research findings through academic publications, media channels, and advocacy efforts, the study can contribute to public discourse and mobilize support for democratic reform initiatives. Empirically, the study will serve as a reference material for scholar who wishes to conduct further studies in related topic.

The scope of the study on power dominance in Cameroon's political landscape, focusing on President Paul Biya's case. Thematically, the study will explore various dimensions of power dominance within Cameroon's political landscape. This includes examining the concentration of executive authority, the dominance of the ruling party (Cameroon People's Democratic Movement), electoral manipulation, suppression of dissent, and control of resources. Additionally, the study may delve into specific case studies or events, such as the Anglophone Crisis, to illustrate the complexities of power dynamics. Geographically, the study will primarily concentrate on Cameroon, a country located in Central Africa, and its political landscape. However, it may also consider regional dynamics and international influences, particularly those relevant to understanding power dominance and governance within Cameroon.

1.8 Limitation of the study

Power dominance is a multifaceted phenomenon influenced by various factors, including historical legacies, socio-economic conditions, and international relations. While the study may explore specific dimensions of power dominance, it may not fully capture the complexity and interplay of these factors, leading to a partial understanding of the issue. The study's scope may be limited by temporal constraints, particularly regarding the analysis of recent political events and developments. Political landscapes are dynamic, and power dynamics may evolve rapidly over time. Consequently, the study's findings may not capture the most current or emergent trends in Cameroon's political landscape, hence may not be used for generalization. Regardless, of the limitations, conscious efforts was  made by the researcher  to maintain objectivity, reflexivity, and transparency throughout the research process, acknowledging potential biases and their implications for data interpretation.

1.9 Definition of terms

Power Dominance: The concentration and control of political authority, influence, and resources by certain individuals, groups, or institutions within a society or political system. It involves the ability of those in positions of power to assert their will and agenda over others, often at the expense of democratic principles, accountability, and equitable distribution of resources.

Political Landscape: The political environment or terrain within a country, encompassing the structures, institutions, actors, and dynamics that shape governance, policy-making, and political behavior. 

President Paul Biya: The long-serving President of Cameroon, who has been in power since 1982. Paul Biya's leadership has played a significant role in shaping Cameroon's political landscape, including its governance structures, power dynamics, and socio-economic policies.

Cameroon People's Democratic Movement (CPDM): The ruling political party in Cameroon, founded in 1985 and led by President Paul Biya.
