A COMPARATIVE ANALYSIS OF CAMEROON'S  DEMOCRATIC AND  AUTHORITARIAN POLITICAL SYSTEM

CHAPTER ONE:

INTRODUCTION

Background of the study

Cameroon, a nation situated in Central Africa, has seen a series of governance transformations subsequent to its attainment of independence from colonial domination in 1960. This country has a profound historical background and a multifaceted cultural legacy. Throughout its history, Cameroon has seen a series of transitions between democratic and authoritarian political systems, resulting in significant changes to the country's socio-political environment (Adekeye & Apeh, 2019). The examination of Cameroon's political systems has great relevance as it contributes to the comprehension of the wider dynamics of government in Africa. Cameroon is an intriguing subject for examination because to its amalgamation of ethnic variety, language plurality, and geographical intricacy. This makes it an intriguing subject for investigating the inherent difficulties and possibilities associated with both democratic and authoritarian systems (Elango, 2015).

The commencement of democratic ambitions in Cameroon was signified by the shift from colonial authority to independence. Nevertheless, the aforementioned ambitions were swiftly eclipsed by a state of political volatility, marked by a succession of coups and the establishment of autocratic governments (Vodinelić, 2016). The period characterised by authoritarianism, particularly during the tenures of Ahmadou Ahidjo and subsequently Paul Biya, saw a concentration of authority that resulted in the erosion of democratic institutions and civil freedoms. The period under consideration was characterised by the centralization of authority, the repression of criticism, and the imposition of constraints on political involvement (Gerring, 2016). On the other hand, Cameroon has also had moments of democratic experimentation, especially following the Cold War and the worldwide expansion of democracy. The implementation of multi-party elections in the early 1990s marked the beginning of a short period characterised by political plurality and enhanced civil freedoms (Mişcoiu & Kakdeu, 2021). Nevertheless, the process of transitioning to a democratic system has encountered several obstacles, including as instances of election irregularities, violations of human rights, and an ongoing deficiency in institutional capabilities. Given the aforementioned context, doing a comparative examination of Cameroon's democratic and authoritarian political systems provides significant perspectives on the determinants influencing governance dynamics inside the nation (Roland, 2022). This research seeks to clarify the fundamental processes that impact political stability, socio-economic growth, and the safeguarding of human rights by analysing the strengths, flaws, and consequences of each system. Moreover, a comprehensive comprehension of the intricacies inherent in Cameroon's political institutions might contribute to more extensive deliberations about the processes of democratisation in Africa and other regions (Jaume, 2021). The situation in Cameroon exemplifies the deep connections between historical legacies, institutional frameworks, and socio-cultural factors that are inherent in the transition from authoritarianism to democracy (Yacouba & Emmanuel, 2017).

To fully understand the intricacies of governance in a varied and changing society, it is crucial to do a comparative examination of Cameroon's democratic and authoritarian political systems (Yascha, 2022). This research enhances our comprehension of the potential for democratic consolidation and political stability in Cameroon and other regions by examining the achievements and obstacles encountered by each system. Therefore, the researcher sought to comparatively analyse Cameroon's  democratic and  authoritarian political system.

1.2 Statement of the problem

Cameroon, situated in Central Africa, has a multifaceted political environment characterised by alternating periods of democratic government and authoritarian control (Fox, 2015). The simultaneous presence of these divergent political systems has given rise to a range of socio-political processes, which in turn provide advantageous prospects as well as obstacles for governance, socio-economic progress, and political equilibrium. In order to have a comprehensive understanding of Cameroon's historical trajectory, existing issues, and future possibilities, it is essential to analyse the intricacies, merits, and limitations of its democratic and authoritarian political systems (Howard, 2016). The primary issue at hand is to the clarification of the comparative examination between the democratic and authoritarian political systems in Cameroon. A thorough investigation of the structures, processes, institutions, and ideologies that form the foundation of both systems is necessary for this research.
